The tree is gone. The stump is still a thing you mow around.
A stump left at grade is a trip hazard, a mower-blade problem and the spot where nothing will grow. Ground out below the grade, it becomes ground again.
It is the step people skip on the day of a removal and then call about a year later, usually because they finally want to do something with that corner of the yard.
Say whether it is fresh or old and roughly how wide across the cut. An old stump that has gone soft is a different job from one that came down last week.
